Description
We are seeking to appoint a new integrity commissioner as soon as practicable as part of regular recruitment efforts.
Appointment date and term length:
- The appointment will be for an initial two-year term, with the option to renew the appointment for a maximum of two one-year terms.
- The administrative contact for the Integrity Commissioner will be the Municipality's Chief Legislative Officer.
The integrity commissioner is responsible for:
- Receiving, reviewing, investigating, and adjudicating formal complaints made against a council member in accordance with the RMWB’s Integrity Commissioner Bylaw No. 19/005.
- Recommendations to RMWB Council regarding potential sanctions if they find that a council member has contravened the RMWB’s Code of Conduct (Bylaw No. 18/009) or any other Council policy, rule, or procedure governing the ethical behaviour of council members.
- Preparing and delivering an annual report to Council summarizing their activities as the integrity commissioner during that calendar year.
Requirements:
- Must be an active member of the Law Society of Alberta or eligible for membership and willing to enroll.
- Must be available to review a complaint promptly and report no later than 90 days after receiving the complaint (as stated in section 10(i) of the Integrity Commissioner Bylaw).
- Must be prepared to physically attend the Regional Municipality of Wood Buffalo (as may be required from time to time) to investigate and adjudicate a complaint or report to Council at either an in-camera or a publicly convened Council meeting.
Skills and qualifications:
- proven impartiality, neutrality and high ethical standards;
- senior-level management, municipal, legal, judicial or quasi-judicial experience;
- knowledge of municipal or other administrative law;
- knowledge of municipal governance;
- ability to interpret and apply the provisions of various statutes, regulations, policies, and other enabling frameworks;
- knowledge of investigatory procedures and appliable legal principles, particularly as they relate to evidence, legal interpretation and natural justice; and
- an ability to provide services on an as-needed basis.
Impartiality requirements – the integrity commissioner must:
- Have no other dealings, in an official capacity, or employment with the Municipality;
- Have no financial interest in the work of the Municipality;
- Not be involved in or have a relationship with political campaigns/endorsements, or other related conflict of interest specific to the Municipality; and
- Have no familial, private, or professional relationship with any present or past member of Council (which is inclusive of Mayor).
